  The Provincial Environmental Protection Department launched an emergency response. The Provincial Environmental Emergency and Accident Investigation Center, the Water Environment Management Office, the Provincial Environmental Monitoring Center, and the Suqian Environmental Monitoring Office formed a working group and rushed to Sihong County at 15:30 on the 28th. Participate in the investigation and disposal work. As of 17:00 on the same day, the contaminated area of ​​fish and shrimp culture in the county was about 31,000 mu, the water quality was not significantly improved, and the dissolved oxygen was extremely low. On the morning of the 29th, the working group conducted a site survey of the cross-border sections of the Laojiao River, Xinyi River and Xinyi River in the upper reaches of the polluted area, and together with the Sihong County Environmental Protection Bureau, comprehensively investigated the discharge of industrial point sources and agricultural non-point sources along the upstream. The Provincial Environmental Emergency and Accident Investigation Center invited experts to rush to the scene.
  An on-site investigation by the environmental protection department of Suqian City found that a large amount of sewage from the Xinyi River passed through the Hongze Lake, and the water quality deteriorated significantly. The monitoring result was inferior. The monitoring personnel monitored the water quality of four rivers, such as the Huaihong New River at the junction of Jiangsu and Anhui. The results were all inferior, and the COD and dissolved oxygen were seriously exceeded. At present, encryption monitoring measures have been implemented for all rivers entering the lake and Xinyi River in the flood-stricken area of ​​Hongze Lake. Monitoring data shows that sewage does not affect local water sources.
  In the next step, the provincial environmental protection department will guide the environmental monitoring department to carry out encryption monitoring on the upstream rivers of the incident, analyze the pollution factors; strengthen communication with the Anhui Provincial Environmental Protection Department, find the cause of pollution as soon as possible, and quickly take control measures; cooperate with the local government to inform the downstream counties. (District) Strengthen early warning and guide the aquaculture farmers along the river to do well in response to prevention. At present, the Environmental Protection Department of Jiangsu Province has written to the Environmental Protection Department of Anhui Province to initiate the “Assistance and Mutual Assistance Procedure for Inter-continental Environmental Incidents in the Yangtze River Delta Region” to coordinate the response to cross-border water quality anomalies.
